Streetworks Compliance Manager
Role Overview
We are looking for a Streetworks Compliance Manager to join our team in Seacroft, Yorkshire. In this vital role, you will lead and manage the compliance functions of our Streetworks operations—ensuring all works adhere to relevant legislation, including FPN 74 compliance, defect resolution, and permit regulation. You will drive quality, audit readiness, and robust stakeholder relationships to ensure smooth and compliant project delivery.
Key Responsibilities:
Regulatory Compliance and FPN 74 Management:
- Ensure all Streetworks activities are compliant with the New Roads and Street Works Act (NRSWA), Traffic Management Act (TMA), and relevant Codes of Practice, including the management of Fixed Penalty Notices (FPNs) under Section 74.
- Monitor and manage FPN74 charges, ensuring timely submissions, avoidance of overruns, and accurate tracking of start, stop, and interim notices.
- Investigate and challenge unjustified FPNs through appropriate representation to highway authorities.
- Coordinate actions to prevent recurring FPNs by identifying root causes and implementing process improvements.
Defect Management:
- Oversee the management of Streetworks defects, ensuring all remedial actions are completed within agreed timescales and to required standards.
- Maintain a live defect register and ensure proactive closure through re-inspection and communication with site teams.
- Liaise with Local Authorities regarding defect inspections, disputes, and escalation processes.
- Analyse trends and develop targeted training and quality assurance initiatives to reduce future defect rates.
Monitoring and Reporting:
- Develop KPIs and performance dashboards specific to FPN 74, defects, and other compliance metrics.
- Conduct audits and site inspections to validate permit conditions, site safety, and reinstatement quality.
- Report regularly to senior leadership on compliance status, risks, and opportunities for improvement.
Stakeholder Engagement:
- Act as the lead point of contact for compliance matters with local authorities, highway agencies, and utility partners.
- Coordinate permit applications, modifications, and closures using industry platforms (Symology, Aurora, Street Manager).
- Respond to public and stakeholder inquiries or complaints regarding Streetworks activities, ensuring clear communication and prompt resolution.
Training and Process Improvement:
- Deliver internal training sessions on NRSWA, FPN 74 management, and defect prevention best practices.
- Identify process gaps and drive improvements through updated procedures, technology integration, and staff development.
Skills and Experience:
- Degree or relevant qualification in Civil Engineering, Construction Management, or related field.
- NRSWA Supervisor qualification is essential.
- Demonstrable experience in managing Streetworks compliance, specifically handling FPNs and defects.
- Strong working knowledge of relevant Streetworks regulations, including SROH (Specification for the Reinstatement of Openings in Highways).
- Familiarity with defect notice processes, permit schemes, and FPN mitigation strategies.
- Proficient in relevant systems (e.g., Symology, Aurora, Street Manager).
- Strong interpersonal skills, capable of liaising with contractors, councils, and utilities effectively.
